Serves at-risk students from grades 7-12 by providing academic, behavioral, social and future planning services that allow students to complete the requirements to earn a high school diploma from their home home school district. Participants complete coursework on-line, in the classroom through small group instruction and individual learning with teacher support and individual tutoring. Behavioral counseling and mentoring is also provided as needed in addition to community violence prevention component.

Phase 4 offers a safe and caring learning environment focused on the four phases of development: academic, social, behavioral, and future employment and is Pennsylvania's largest private school outside of Philadelphia. Phase 4 provides life-changing programs and services to approximately 1,400 students and their families annually from Southwestern PA to Harrisburg. Since its founding in 2003, the program's graduation rate has been 98% with a matching career pathways plan for each participant.
